90s Anime Cel

Using my uploaded photo, redraw the person as a character from a 1990s hand-painted anime TV series, as a single scanned animation cel. Keep the same face shape, hairstyle, skin tone, expression and outfit, simplified into retro anime design: a slightly angular face, big expressive eyes with sharp highlights, thin dark outlines and flat cel colouring with one hard shadow tone. Background: a sunlit city street with power lines and shop signs, painted in soft gouache style under a pastel baby blue sky. Add the VHS-era softness: faint film grain, slightly faded saturated colours, subtle colour bleed and tiny dust specks, like a frame from a 1995 anime on a CRT TV. Medium shot, 4:5. No text, no modern digital gradients, no photo-real skin.
